How to register an NGO

Registration of Society

Place of Registration
The registration of a society is to be done under the Act wherever obtaining the registration and not in the State where the benefit is claimed. Once the person proposing to form a society has decided upon the name of the society and has prepared drafts of Memorandum and Rules and Regulations of the society, procedure adopted in following paragraphs may be adopted for getting the society registered.

Signing of Memorandum of Association
All the subscribers (minimum seven) should sign each page of the memorandum and the signatures should be witnessed by either an Oath Commissioner, Notary Public (Rs. 3/- Notarial stamp duty affixed), Gazetted Officer, Advocate, Chartered Accountant or 1st Class Magistrate with their rubber / official stamp and complete address.
Persons desirous of forming a society should also become members of the first governing body. An outsider cannot become member of the governing body in the first instance.

Signature on Rules and Regulations
The Rules should be signed by atleast three members of the governing body. Following certificate should be given at the end of the rules and regulations: ""Certified that this is the correct copy of rules and regulations of the Society"".
File the required documents with the Registrar of Societies
Following papers should be filed with the Registrar of Societies for registration of a society under the principal Act or corresponding Acts enacted by various State Governments:



Covering letter requesting for registration stating in the body of letter various documents annexed to it. It should be signed by all the subscribers to the memorandum or by a person authorised by all of them to sign on their behalf
Memorandum of Association in duplicate along with a certified copy (as per Sec. 3 of the Principal Act). It should be neatly typed and pages serially numbered
Rules and Regulations / Bye-laws in duplicate duly signed
Affidavit on non-judicial stamp paper of appropriate value sworn by the President or Secretary of the Society stating relationship between the subscribers. The affidavit should be attested by an Oath Commissioner, Notary Public (Rs 3 Notarial Stamp affixed) or Ist Class Magistrate.
Documentary proof such as House Tax receipt, rent receipt in respect of premises shown as Registered Office of the society or no objection certificate from the owner of the premises
Registration Fee
Normally fee of Rs 50/- is payable as registration fee of a society and it should accompany the request for registration payable in cash or by Demand Draft. In Union Territory of Delhi the Registrar intimates the applicant society by a letter stating that all the formalities have been completed and the documents filed are acceptable. The applicant society is required to deposit the registration fee after receipt of this letter. Formalities of registration and requirement of documents etc. may differ slightly from State to State. The applicants may, therefore, contact in advance the Registrar of Societies having jurisdiction.

Registration Certificate
On receiving the documents mentioned above the Registrar shall satisfy himself about the compliance of the provisions of the Act and correctness in his hand that the society is registered under the Principal Act 1860 or other corresponding Acts.


Presumption of Registration
Presumption that the society was duly registered under the Act arises not on the Certificate of Registration granted by the Registrar but on the copies of the Rules and Regulations and Memorandum certified under Sec. 19 which constitutes them prima facie evidence of the matters therein contained.

1. Director, Environmental Sustainability Programme

As Director of the Environmental Sustainability Programme (ESP) you will:
 Contribute to the implementation of the INBAR Strategy by providing leadership to the ESP, specifically
  • Preparing proposals for the work of the ESP and carrying out fundraising for the ESP in close collaboration with the other senior managers in the organization and the executive management team
  • Being responsible for the financial and technical planning and implementation of the work of the ESP

Experience and qualifications
 At least 5 years relevant international project or programme management experience at a senior level
 Demonstrated record of accomplishments and intellectual leadership in sustainable forest management and ecology as it relates to ecosystem services, experience with bamboo and/or rattan will be an asset
★ Demonstrated ability to raise funds for research and/or development projects
 Excellent oral and written communication skills in English and proven drafting ability, as well as working level knowledge of at least one of the other languages of INBAR (French, Spanish, Chinese)
 Intercultural mentality and ability to work with/manage international teams

 Ability and willingness to travel to developing countries, including rural areas

This position reports to the Deputy Director General, and is based in BeijingChina, and a competitive international salary and benefits package will be provided. 2. Expert on forest and climate change, in particular forest carbon modeling

Duty Station: BeijingChina
Duration of Assignment: 2 years

Responsibilities:
Under the general guidance of the ES Programme and the direct supervision of the Programme Director, the incumbent will provide technical and substantive activities towards the roles of bamboo forests and plantations in mitigation of and adaptation to climate change.
·  Conduct substantive research activities and provide support on issues relating to methodologies for bamboo’s biomass, carbon sequestration capacity and adaptation to climate change, including:
-     Researching and analyzing data of bamboo for carbon sequestration to provide scientific methods to measure the carbon capture capacity of bamboo forest comparing to other forests in similar sites and conditions.
-   Developing scientific bamboo carbon models based on available data and research to provide reliable measurement of the capacity of bamboo for carbon sequestration.
-   Preparing technical reports and papers ensuring capacity development and technology transfer at national and international level.
·  Assist towards the implementation of activities relating to bamboo application for mitigation of and adaptation to climate change in the organization by:
-   Being responsible for completeness of documentation, reports and presentations to relevant workshops, trainings and meetings.
-   Facilitating decision-making of bamboo for mitigating and adaptation to climate change;
-   Acting as focal point for operational entities and project participants related to bamboo for climate change in the organization;
·  Liaise with UN and other international bodies, Parties, IGOs and NGOs as well as the private sector on issues and activities relating to the forest and climate change in the area of specialization by:
-   Participating in conferences, workshops and seminars and making technical presentations as appropriate;
-   Recommending actions to facilitate the cooperation with UN entities, Parties, IGOs, NGOs and stakeholders;
-   Assist in maintaining working relationships amongst interested actors, as appropriate, in the area of specialization with the aim of enhancing the understanding of bamboo forest for climate change issues and the building of capacity in the area of specialization.
-   Develop project proposals for targeted donor agencies for project development.

Required Qualifications:

University degree in agriculture, forestry, plant growth modeling, environmental economics, or a relevant discipline.

At least five years of relevant work experience. Working experience in the area of project-based mechanisms, particularly in the area of specialization – forest, modeling and climate change, is essential.

3. LED Programme Assistant

Programme: Livelihood & Economic Development Programme (LEDP)

4.Programme Coordinator; Global Bamboo Housing Programme

Duty Station: Beijing, China
Duration of Assignment: 1 year

Background
Bamboo is an eco-friendly option to substitute unsustainable building material. To promote the use of bamboo in the housing sector INBAR has a Global Bamboo Housing Programme (GBHP) which is committed to improve the quality of life of especially poor people by providing quality, sustainable and affordable bamboo housing solutions. In recent years, INBAR has been active in development and promotion of bamboo housing technology through research, demonstration projects, capacity building, awareness raising activities and business development. INBAR has demonstrated bamboo housing technology in more than 10 countries. It has also developed and demonstrated modern engineered bamboo housing technology.  The GBHP is actively building a network and partnerships with individuals, institutions and private companies who are interested in promoting bamboo housing.

As the technology has been developed and tested, business development through public private sector partnerships is crucial to bring the technology in the market.  Therefore, INBAR’s GBHP currently focuses on market research, business plan development, preparation of national codes and standards for bamboo housing and commercialization of the bamboo housing technology through partnerships with the private sector.  The bamboo housing programme coordinator is expected to work closely with the business sector to fulfil its mission of commercialization of the technology in order to make bamboo housing a common housing product in the housing market.

Responsibilities

  • Work closely with the public and private sector to develop business strategies and mechanisms to commercialize bamboo housing technology.
  • Work closely with universities, research institutions and national and international standardisation bodies (such as ISO) to prepare and approve national and international bamboo housing codes and standards.
  • Provide programme support to housing projects
  • Implement, monitor and evaluate the bamboo housing projects.
  • Develop new bamboo housing projects focusing on codes, standards, business and climate change perspectives.
  • Develop relationships with donors, development agencies and public and private investors and prepare project proposals for bamboo housing projects.
  • Work with bamboo housing partners for awareness raising and capacity building activities through the media, conferences, workshops, training and publications


Requirements

  • Masters degree in business development or related field, preferably with engineering , architecture or urban development background;
  • Fluent in written and spoken English. At least a working knowledge of Spanish, French  and / or  Chinese;
  • At least 3 years experiences in construction management, programme management and/or business development; 
  • Experience with fund raising and living and working in developing countries would be assets;
  • Ability to work effectively in a multicultural environment;
  • Natural leader for both direct reports and peers of the GBHP;
  • Supportive colleague within INBAR;
  • Ability to live in Beijing and to travel extensively.

5. LED Programme Officer (Participatory Stewardship)

Programme: Livelihood & Economic Development Programme (LEDP)
Location: Beijing, China

Duration: 1 year (renewable)

The International Network for Bamboo and Rattan (INBAR) is an intergovernmental international organization and is the leading agency committed to reducing poverty and protecting the environment through the use of bamboo and rattan. With headquarters in Beijing, China, and offices in India, Ethiopia, Ghana and Ecuador, INBAR works with over 35 countries member countries worldwide. 
Current methods for resource inventory, certification and monitoring have limitations, are not appropriate for smallholders and homestead situations, and are not economically viable and sustainable for such target groups. In addition, pilot tests have shown that it is possible to put in place at lower costs than current means, participatory and real-time data gathering and information exchange mechanisms. This could result in multiple benefits to rural communities, increase transparency, awareness, and encourage community/group actions, while reducing costs and increasing productivity and income for them. It could also enable frequent or real-time, recording of quantitative and qualitative development results, outcomes and impact.
INBAR is currently seeking a well qualified and experienced Programme Officer to develop, technically backstop, directly implement, coordinate and incrementally build participatory stewardship community networks in INBAR Action Research Sites and that of partners and other development projects. The position involves travel to and working in rural areas in Asia, Africa, and Latin America and the Caribbean, with possible extended periods of stay in the countries where the activities will be undertaken. The programme goal in this endeavour is to develop, validate and apply participatory stewardship methods in the field. The position will also address other LEDP activities as below.
The Programme Officer will report to the Director of the INBAR Livelihoods and Economic Development Programme.

Responsibilities

1.     Work closely with LEDP staff, INBAR ARS/partners and development projects that have/use bamboo, including contribution to fundraising efforts as needed.

2.     Develop, validate and apply participatory stewardship methods in the field, in particular, in the following:

a.     RS/GIS
b.     resource inventory
c.      certification
d.     flowering
e.     field research, for example, use of biochar in agriculture
f. supply chain and value chain mapping
g.     SMS-based data gathering(surveys)/information exchange
h.     Other related applications as needed from time to time.

Specific activities under these areas will be discussed and developed including outputs to be achieved. These will need to be linked and mainstreamed into LEDP including its Global Marketing Initiative (GMI 2.0).

3.     Be the point person (manager) for LEDP activities in Madagascar and Rwanda to enable effective and wider application of bamboo technologies for market-based sustainable rural livelihood development and environmental protection especially for poor women and youth. Undertake other related activities as may be needed from time to time.

4.     Produce periodic data-based case studies, project reports and evaluation reports for activities being undertaken.

Requirements
1.     PhD in Information Technology, Computer Science & Engineering, or similar areas, with proven experience in remote sensing and GIS work, and good understanding and experience of mobile phone, desktop and web programming
2.     Field experience in rural development essential, preferably with bamboo-based enterprise development, plantation  establishment and environmental protection in rural areas in developing countries
3.     Excellent communication and interpersonal skills
4.     Proven fundraising abilities
5.     Prior experience with bamboo would be an advantage
6.     Knowledge of French language preferred; non-French speakers might be asked to learn the language while on the job
7.     Proficiency in use of computer applications relevant to the Job Description

6. Project Associate, LED programme

Project: Sustainable revival of livelihoods in post-disaster Sichuan  
Location: Chengdu, Sichuan, China
Duration: 3 years 

INBAR is currently seeking a capable Project Associate to support the implementation and management of the day-to-day operations for a new European Commission (EC)-funded project in Sichuan, China. The Project aims to enhance eco-friendly, pro-poor bamboo-based supply chains to support post-earthquake reconstruction efforts. The mandate of this position is to help ensure smooth coordination, communications and operations of the Project Management Office (PMO) following the Project’s administrative requirements. 


              1. Support the day-to-day operations of the PMO; maintain the project website, edit and update the content on a continual basis; 
              2. Participate in the implementation of the local project activities; 
              3. Assist the Project Manager and the Project Officer in ensuring that the EU Switch Asia procedures are properly followed when communicating with the EU so as not to lose time in unnecessary delays; 
              4. Learn INBAR and EC Switch Asia administrative procedures, processes, and requirements and provide administrative support to project staff; 
              5. Assure that necessary financial, procurement, disbursement and personnel matters are effectively addressed in close cooperation with colleagues in each of the Provincial and county offices; 
              6. Facilitate effective working relationships under each project core-activity and sub-activity; 

              a. Keep lines of communication open among key project stakeholders to the extent possible; 
              b. Work closely with the INBAR project accountant on a continual basis; 
              c. Co-ordinate and assist in travel arrangements, procurement and recruitment for the PMO; 
              d. Assist project implementation focused on producing quality results for the money spent in terms of integrated government monitoring system, capacity building for Sichuan end-product SMEs, policy and investment frameworks, and public awareness campaign targeting new consumer and retailer groups; 
              e. Assist in the preparation of press releases, statements, and speeches on the project’s activities; 
              f. Undertake such other duties as may be assigned by the Project Manager. 


Requirements   
  • University degree in a relevant field (Administration, Business Management, Linguistics); 
  • Minimum of 1 year of relevant working experience in handling international funding;
  • Reasonable understanding of budgeting, accounting, and financial reporting; 
  • Experience with donor-assisted international projects, proven record of project administrative support, preferably with European Commission projects; 
  • Knowledge of development issues as related to communications and advocacy, environmental issues in China; Strong writing and editing skills; 
  • Proven analytical and organizational skills for activities and events; critical thinking capacity is the key; 
  • Ability to develop and maintain relationships with government, NGOs, private sector, etc.
