12th Meeting of National Steering Committee of National Bamboo Mission

Minutes of the 12th Meeting of National Steering Committee of National Bamboo Mission (NBM) held under the Chairmanship of Additional Secretary (DAC) on 03rd  June, 2010 at Krishi Bhawan, New Delhi

The Meeting of National Steering Committee (NSC) of National Bamboo Mission (NBM) was held under the Chairmanship of Shri Ashish Bahuguna, Additional Secretary on 3rd June, 2010 to   consider Annual Action Plans (AAPs) of Bihar, Jammu & Kashmir, Madhya Pradesh, Maharashtra, Punjab, Tamil Nadu, West Bengal and Bamboo Technical Support Groups (BTSG), Kerala.  The list of participants is annexed.
             The Chairman welcomed Members of NSC and representatives of State Bamboo Missions (SBMs).  He opined that the physical achievements under National Bamboo Mission are meaningless unless these are tied with proper forward linkages i.e. marketing, processing etc. Thereafter, he asked the representatives of the State Governments to present their Annual Action Plans for the year 2010-11.
 Jammu & Kashmir
 Shri S.P. Arya, Chief Conservator of Forests presented Annual Action Plan (2010-11) for Rs. 744.89 lakh. 

The Chairman inquired about the total area under natural bamboo in the State and how much additional area has been brought under bamboo cultivation through National Bamboo Mission.  The State Representative informed that natural bamboo is mainly found in the Kathua region but no formal data on the extent of bamboo forest is available. 

After detailed deliberations, the NSC approved, in principle, an amount of Rs. 154.00 lakh.

Maharashtra

Shri Meyipokym Aier, Joint Director presented State Annual Action Plan (2010-11) for Rs. 1308.15 lakh. 
 The Chairman wanted to know the status of planting material available in the State as well as the purposes for which the bamboo is used.  The State representative informed that about 80% of bamboo is supplied to paper and pulp industry in the State. 
After deliberations, the NSC approved, in principle, an amount of Rs. 443.79 lakh.
Madhya Pradesh

            Shri Chitranjan Tyagi, State Mission Director presented State Annual Action Plan (2010-11) for Rs. 6004.10 lakh.
             Shri Tyagi informed that about seven lakh ha area is covered by natural bamboo.  There is need to enhance the area under bamboo cultivation to meet the needs of the paper and pulp industry and for use of local traditional artisans.  He further informed that about 1.25 lakh ha area is proposed to be brought under bamboo plantation during the current year as per the decision of the State Government, for which sufficient planting stock is available in the state.
             After deliberations, the NSC approved, in principle, an amount of Rs. 358.82 lakh.

Punjab
             Shri R.K. Choudhary, Conservator of Forests presented State Annual Action Plan (2010-11) for Rs. 194.26 lakh.
             Shri Choudhary informed that about 4,500 ha of natural bamboo exists in the Shivalik region, which is mainlyDendrocalamus strictus/hamiltonii.
 After deliberations, the NSC approved in principle an amount of Rs. 164.64 lakh.

Bihar

            Shri Arvinder Singh, Director (Horticulture)-cum-State Mission Director presented State Annual Action Plan (2010-11) for Rs. 361.10 lakh.

            Shri Singh informed that about 40,000 ha of land is under bamboo plantation in the State. He further informed that about 20 bamboo houses have been constructed for flood victims in the State as decided by the Apex Committee of National Bamboo Mission.  The Chairman asked Horticulture Commissioner/DDG (NBM) to inspect these bamboo houses. 

Shri Singh further, informed that the request of the Govt. of Bihar to bring in River Banks/Flood plains under bamboo plantation though National Bamboo Mission has been turned down.  The Chairman advised him to resubmit the proposal for consideration of the NBM of this Department

After discussion, the NSC approved, in principle, an amount of Rs. 273.40 lakh.

West Bengal

            Dr. P.K. Pramanik, Director (Hort.) presented State Annual Action Plan (2010-11) for Rs. 371.56 lakh.

            The State Representative informed that 1.5 lakh ha of bamboo is found in the State.  The Chairman advised that details of handicraft making tools may be submitted to Bamboo Mission before they are proposed for distribution.
After deliberations, the NSC approved, in principle, an amount of Rs. 157.71 lakh.

Tamil Nadu

            Dr. S. Prathapan, Assistant Director (Horticulture) presented State Annual Action Plan (2010-11) for Rs. 155.55 lakh.

            The Chairman advised the State Government to claim funds for drip irrigation under Micro-Irrigation and RKVY scheme.

After deliberations, the NSC approved, in principle, an amount of Rs. 54.22 lakh.

BTSG, Kerala

            Dr. K.K. Seethalakshmi, Scientist-EII & Programme Coordinator, Kerala Forest Research Institute (KFRI), Peechi presented Annual Action Plan (2010-11) for Rs. 44.50 lakh.
             The Chairman inquired whether KFRI (Peechi) has enough manpower to monitor the progress in the allotted States and whether persons trained by the Institute are meaningfully utilized.  As regards proposal on carbon sequestration, the Chairman was of the view that this activity should be taken up with MoEF’s support.
     After discussion, the NSC approved, in principle, an amount of Rs. 23.00 lakh.
The meeting ended with a vote of thanks to the Chair.
